
Haraprasad Das, a distinguished member of the Civil Services of India, joined the Civil Service at the age of 23 immediately after obtaining a First-Classmaster’s degree in political science. He received the Chancellor’s Award twice, a National Debater, his academic interest in the subject of his study took him deep into theorization of contemporary politics but Civil Service lured him away from Academia, a spiritual loss, which he carries deep in his heart.
As a Civil Servant he served in the Ministries of the Government of India and voluntarily retired from Service while serving as the Deputy Comptroller and Auditor General of India on being appointed by the President of India as the Administrative Member of the Central Administrative Tribunal, Ernakulam Bench and then as the Vice- Chairman and then the Chairman of the Odisha Administrative Tribunal at the level of a sitting Judge of High Court. On demitting the Judicial Office at that level after Seven Years, he was appointed as the Pro Chancellor of the KIIT University. He resigned from that post on being called upon to head a global foundation, the infinity Education Foundation, for setting up a Global University in Odisha. He devised an integrated curriculum of Technology, Law and Corporate Governance with a foundational course in the Humanities. He withdrew from the Project after four years to work in the Public Sphere, writing, commenting and in general informing and engaging the Society at large. He continues to freelance as a Consultant in Administrative Law and Governance.
In a never-ending career of multiple interests and fortunate co-incidences,Haraprasad Das has served the Government, the Private Sector, the Public Sphere and the Diplomatic world of the United Nations. He was a Member of the Sir John Bourne International Committee on Privatization (Buenos Aires, Warsaw)and led the lNTOSAI Expert Teams to review the working of the UNBodies in Nairobi and the working of the International Organization for the Prevention of Chemical Weapons, in the Hague. He served the ILO (Geneva)’s successive Governing Bodies as a Consultant -Expert and his work was published by ILO Bangkok titled ” Development Resource Allocation” and
Voluntary Code of Practice for Settlement of Industrial Disputes. He presented the Annual Review Report to the International Maritime Organisationat London.
